Vacancy: Head of Administration and Finance

We are currently in search of a Head of Administration and Finance who will lead finance, human resources, and general administrative matters associated with work carried out in our Secretariat, located in Copenhagen, Denmark.

​​ The position will be part of the ICES Management Team.

Key responsibilities:

  • Coordination and management of the activities of support departments in the areas of finance, human resources, and reception;
  • Development of efficient administrative and financial procedures, as well as necessary documentation and verification;
  • Development of financial budgets, based on different funding streams and thus different cost recovery regimes, including identification and resolution of legacy set up, reporting, and system issues;
  • Financial control, including contacts to funding organizations, and auditors;
  • Provision of assistance and advice on financial strategy as well as financial reporting to internal governing structures (Finance Committee, Executive Committee, and Council of National Delegates);
  • Responsibility for all financial aspects of third-party funded ICES projects (e.g., Horizon 2020, Horizon Europe, special requests for advice and contracts), including financial reporting;
  • Implementation of tools and processes that balance available resources and work plans;
  • Provision of advice and guidance  to legal advisors and others regarding legal aspects of contracts;
  • Responsibility for ensuring optimal management and development of ICES resources and assets; and
  • Liais with ICES member countries and other stakeholders and contribut to the development of strong relationships, which emphasize trust and efficiency.

Expected qualifications and competencies:

We are looking for an experienced finance professional, with a proven background of senior financial/administrative management, ideally within the international public environment.  We seek the following qualifications and experience in a candidate:

  • University degree in finance/accounting from an accredited educational institution related to administration, or business management
  • A proven track record of strong management skills
  • Strong accounting skills including project accounting, preferably also with EU projects
  • At least 5 and preferably more than 8 years of professional experience in managing finance and other administrative functions
  • Extensive experience with financial control
  • Excellent communication and teamwork skills as well as the ability to develop these skills throughout the organization. ,
  • Ability to prioritize and be flexible with changes in scope while still ensuring that  deadlines are met
  • Ability to make timely and sound decisions by applying critical thinking skills, appropriate knowledge, and expertise
  • High level of discretion and confidentiality
  • Strong desire to be part of an international environment
  • Fluent in spoken and written English, knowledge of Danish desirable

Terms of appointment

The appointment will be full-time (38 hours per week), for an initial three year contract period, with the possibility of renewal in three-year increments. The individual selected for this position should start in May 2019 or as soon as possible thereafter.

ICES Secretariat staff enjoy privileges and immunities pursuant to the Host Agreement between the Government of Denmark and ICES. The salaries of ICES staff are exempt from Danish income tax and the salary for this role is at the “P4" grade, which is based on the United Nations common salary system.

Furthermore, a tax-free pension scheme is available, to which both the employee and ICES contribute. ICES Staff Rules set out the conditions and principles of employment and the responsibilities of the staff of the Secretariat.
